MEP Radan Kanev highlighted that the negotiations between the EP and the national governments, presented to the Council of the EU by the Spanish Rotary Presidency, began under the Industrial Emissions Directive (IED).
He also mentioned that, As a rapporteur at the leading Environment Committee, I am also the chief negotiator on the EP’s side.
As per the update, MEP Kanev stated that very difficult and tense negotiations are ahead because we find ourselves in an extremely unusual situation. He added that Parliament’s mandate is far more conservative, sparing business and farmers, than the position of the Council.
Furthermore, MEP Kanev shared that things to need to be protected during the negotiations are:
The substantial reduction of the administrative burden for the business we have achieved
Promoting an accessible permit regime for innovative industrial technologies
The precise legal definition of classified business information and trade secret.
Publicly and politically sensitive and challenging will be the topic of expanding the scope of the directive on animal husbandry.
Additionally, MEP Radan Kanev took to the official Facebook account about the EC proposed. He added that with significant adjustments, The EC proposed and the Council agreed to expand the range to more miniature pig and poultry farms and include cattle, which the IED has yet to regulate.
Regarding this, the plenary vote in the EP with a significant majority not only retained the status quo in terms of the type, size and number of farms covered by the directive but also significantly eased the control regime and excluded from the scope of extensive and organic farming.
