Brussels, Belgium — Fare evasion remains a significant issue for Brussels public transport operator STIB, despite recent improvements.
In 2024, more than 110,000 fines were issued to passengers traveling without a valid ticket or pass, according to STIB spokesperson Laurent Vermeersch. This amounts to just over 6% of all travelers using the network.
The crackdown on fare-dodging comes as STIB recorded a notable rise in ridership, with 402 million trips made last year — a 7% increase compared to 2023.
However, not all these trips were paid for, highlighting the ongoing challenge of ensuring compliance among passengers. “The percentage of fare evaders has slightly decreased in recent years,” Vermeersch noted. In 2023, 6.5% of passengers were caught without tickets, down from 7% in 2022.
Increasing Inspections to Deter Evaders
STIB has ramped up its inspection efforts, conducting 1.7 million checks last year alone. These inspections, often involving plain-clothed staff and police support, target passengers across metro, tram, and bus networks.
Offenders face steep penalties: a first-time fine of €107, which doubles to €214 for a second offense. Those caught using fake tickets or someone else’s pass are fined €480.
Impressive large-scale operations, featuring human barriers at metro stations and vehicle stops, aim to maximize the chances of catching fare-dodgers.
“By increasing the chance of getting caught, we discourage fare dodging,” Vermeersch explained. The fines issued in 2024 generated €6.6 million in revenue for STIB, although the total financial loss from unpaid fares remains unknown.
Awareness Campaigns and Incentives
Alongside enforcement, STIB has launched awareness campaigns to curb fare evasion. Last November’s slogan, “Don’t fancy paying? Wait until you see our fines,” highlighted the financial risks for those caught without a ticket.
Meanwhile, a positive reinforcement approach offered law-abiding passengers the chance to win a dinner aboard the Tram Experience, a gourmet restaurant on one of STIB’s trams.
Affordable Passes and Digital Payments
Pricing policies have also played a crucial role in reducing fare-dodging. STIB offers annual passes for just €12 — equivalent to €1 per month — for young people aged 18 to 24 and seniors over 65 registered in Brussels. These affordable options aim to lower the barrier for purchasing season tickets, making it easier for passengers to comply.
Moreover, the introduction of digital tickets and contactless payment options has simplified the process. “The fact that you no longer have to buy a physical ticket or queue up at the ticket counter/vending machine removes an important barrier,” Vermeersch said.
While fare-dodging remains a challenge, STIB’s combination of enforcement, affordable pricing, and convenient payment methods appears to be making gradual progress in addressing the issue.
